Happy Spring!

It has been nearly five months since I began my term serving the community of Burlington. It has been an extremely busy time, but we have accomplished a lot during a Covid challenging environment. I wish to provide everyone a quick update on a few key developments

  • Johnnycake Mountain Park – The barns have come down and the view is spectacular. The area is also much safer and we will be looking at the next steps to move forward on the property.
  • The Johnnycake Music Festival is back this year! Save the date on your calendar Saturday June 11, 2022. I wish to thank the wonderful people with the Make a Mark organization for their hard work pulling this together. I also wish to thank our public works employees, police, volunteers, building department and other town employees for making this event happen. See you all there!
  • Covey Road Bridge construction starts next week! I made some phone calls and we finally received a permit from the Army Corps of Engineers. We also received some contact information from the organization so that we can help move along other projects. Completion is scheduled for September 2022.
  • We have obtained additional sports field use from the town of Harwinton. More field time for Lacrosse including a field in the Fall as well as Soccer and Baseball. I wish to thank Mike Criss for working with us to improve access for these programs at no cost to the sports organizations or the town of Burlington. I wish to thank public works and parks and recreation from Burlington and Harwinton for coordinating this. I also wish to thank all the volunteers from the sports organizations for working with Burlington and Harwinton jointly and providing an excellent regional sports program.

I am looking forward to this spring and summer and putting a difficult Covid challenging winter behind us. Covid is still among us and everyone is free to chose how to protect themselves, but I am looking forward to the warmer weather and seeing everyone’s smiling faces. Test Kit Update - Please Sign Up For Notifications.

The covid Test kit distribution was a State sponsored program. Burlington was given very little notice (Monday December 27) and the town was advised to distribute them before the New Year celebrations. The Governor released a press release about an hour after we were notified so we were fielding questions about this distribution before we had an opportunity to formulate our plan. Our fire department and public works employees scrambled to set up a distribution program for Thursday December 30.

We were notified Wednesday December 29 at 4:00 PM, that kits were still in California but the State was still hoping to receive them.  Thursday 7:00 AM test kits were not received and we had to cancel distribution. A fire department volunteer picked up our share of the kits in New Britain when they were available on Saturday January 1, 2022 (New Years Day) and we put together a new plan to distribute.

Unfortunately, we only received enough to distribute half of the kits the Governor originally promised. We decided to distribute on Sunday so that if people were symptomatic, they could test and if they tested positive they could stay home and not spread their illness.

Although we scheduled the start time for 11:00 AM, by 10:00 AM there were approximately 180 vehicles in line and this was disruptive to traffic. The fire department and public works decided to start distribution at 10:15 AM. It did not matter what time people arrived after 10:15, cars would still have to wait in line. In fact, the wait would have been much longer and the result the same.

These are very difficult times, with a substantial increase in positive COVID-19 cases, which is not only causing an increase in demand for test kits but also disrupts the supply chain.

I wish to thank the Burlington Volunteer Fire Department, Public Works and Town Hall employees for their assistance over the New Year’s holiday and their dedication to our community. Although the actual distribution lasted only a few hours (including set up and traffic control) many more hours went into coordinating this distribution. Members of the fire department, public works and town hall employees worked tirelessly throughout their holiday to pull this distribution off while facing obstacles that were not within their control.

Season’s Greetings!

This is my first communication through “First Selectman’s Corner” on the town’s Website. This is a time of year when people of all faiths and persuasions celebrate love for one another and a spirit of giving. A time to reflect on all the good God has bestowed upon us as well as the challenges. A time to consider others above ourselves.

Burlington is a caring and giving community. I continue to meet people that give in many ways to support our town. I am midway through my second week as your First Selectman and it has been a busy time.  My first regular Board of Selectman meeting will be Tuesday December 14, 2021 7:00 PM and we will have a busy agenda. You can find the agenda on the Board of Selectmen page | Town of Burlington CT .

We will work on ways to communicate with residents. We have equipment to conduct meetings in a hybrid way (in person and via the internet) that we hope to roll out soon. We will be looking at other ways to communicate utilizing social media, mailers, town hall meetings and more. We will work on communicating Burlington Events and programs as well as communicating important issues.

Town Project Updates:

BRIDGES

 BARNES HILL & VINEYARD ROAD BRIDGES HAVE BEEN COMPLETED. FEDERAL GRANT AWARDS UTILIZED

COVEY ROAD BRIDGE UPDATE

The Town of Burlington is providing Public Informational Forum for Bridge No. 020-012 concerning the Bridge, which carries Covey Road over Bunnell Brook in the Town of Burlington.  

The project design phase has been completed. Town waiting for the Army Corp of Engineer Permit before we can commence construction.   This project consists of replacement of the existing bridge in its entirety with a new structure.  The bridge is located on Covey Road, approximately 150-feet south of Hotchkiss Road.  Construction of this project is estimated to cost up to $880,000.  A Federal Grant of 50% of the costs has been awarded to the Town of Burlington.

Information regarding this project can be found on the Town’s website on 02/10/2021.  The public is invited to review this information.  Comments, questions and concerns may be submitted to the Town within 14-days of this posting. 

It is the Town’s policy to keep persons informed and involved when such projects are undertaken.  It is important that the community share its concerns to assist in the project’s development.  Anyone interested in obtaining further information or providing input may also do so by contacting Gary Giroux, P.E., Cardinal Engineering Associates, Inc. at (203) 238-1969.

MAIN STREET BRIDGE UPDATE

FOOTE ROAD BRIDGE 

Foote Road Bridge Rehabilitation .  A State of CT STEAP grant was awarded for $95,000.  Estimated cost is $100,000.  Design is in the final stages.  The Town will be going out to bid in the near future.

Declaration of Personal Property, Notice of Veterans’ Exemptions, Application for Public Act 490 Farm/Forest & For the October 1, 2021 Grand List

Personal Property Declarations

Personal Property Declarations must be filed with the Assessor on or before November 1ST, 2021. Any filing received after that date WILL RECEIVE A 25% PENALTY according to State Statute Sect. 12-42. All declarations must be completed, signed and returned or postmarked by that date.

Veterans’ Exemptions

Any Veteran entitled to the Veteran’s Exemption who has not already done so must file Honorable Discharge Papers (form DD214) with the Town Clerk by September 30, 2021. 

Totally Disabled Exemption

Residents having a 100% disability under Social Security must present a letter of disability to the Assessor between October 1, 2021 and January 31, 2022. Residents who have already filed need not file again.

Public Act 490 – Farm and Forest classification

New and amended filing for land classification under PA 490 (farm and forest) must be made with the Assessor between September 1 and October 31, 2021.

Simple Recycling (Pink Bags) Update

The Simple Recycling “Pink Bag” program has changed. Residents will now need to call Simple Recycling or go to their website online to schedule free home pickup. Pink Bags are no longer required, and residents can leave any kind of bag at their front door and the bag will be picked up on their mutually agreed upon scheduled day.  To schedule please call 1-866-835-5068

Notice is hereby given to the taxpayers of the Town of Burlington that the first installment of taxes on Real Estate, Personal Property and Motor Vehicle on the October 1, 2020 Grand List is due and payable on the 1st day of July 2021.  If taxes are not paid or postmarked on or before August 2, 2021, such tax will be considered delinquent and subject to interest at a rate of 1 ½% per month or fraction thereof from due date.  Minimum interest $2.00.

Bills will be mailed on June 28, 2021 and available to pay online July 1, 2021.

At the Board of Selectmen meeting on March 23, 2021 a resolution was passed to authorize the formation of an Advisory Commission to oversee and comment on the future development of Library Lane parcels in the Burlington Central Business District. The Commission is to be comprised of six (6) Burlington residents at large and one member of the Economic Development Committee.  The Commission is to be selected by the Board of Selectmen. The Chairperson, Vice Chair and Secretary of the Commission to be elected by the Commission at their first meeting. Dates for their meetings to be determined by the Advisory Commission.

The Advisory Commission will develop concepts and ideas for the use of property including services and businesses which will enhance the development of the center of town. The Commission should consider public/private partnerships, and other avenues of development. Special attention should be made to the plan of development previously proposed for the Town Center. The Commission should provide the Board of Selectmen with preliminary concepts and ideas within six (6) months of their establishment.

Enjoy the Burlington Community Fund Scavenger Hunt sponsored by the Burlington Land Trust!

​Participants will be tasked with finding and perhaps discovering 10 popular Burlington locations. Register on the link below to receive your clue to the first location. There you should find a laminated QR code with the letters BCF on the bottom. This will take you to the second clue and so on. 

The QR code at the last location will take you to a webpage form. List all 10 locations and hit submit.

“The National Prescription Drug Take Back Day” is this Saturday October 24th from 9am to 1:30pm in the back parking lot of Burlington Town Hall - Police Department (200 Spielman Highway). This collection point aims to provide a safe, convenient, and responsible means of disposing of prescription drugs, while also educating the general public about the potential for abuse of medications.

On this sacred day, we honor the innocent lives lost and recognize the courage of those who made the ultimate sacrifice and risked their lives to save others 19 years ago. Today we remember the names of the 2,983 men, women and children killed as a result of the terrorist events of September 11, 2001 and February 26, 1993. We stand in solidarity with their families and loved ones as we honor the life of every victim and fulfill our sacred promise to remember always.

Participated in a tour of Burlington’s Nassahegon State Forest yesterday with Peter Picone (State of CT Wildlife Biologist with suspenders) and David Irvin (State of CT Forester with orange vest).  They discussed eco-diversity initiatives with  “uneven-aged” and “pitch pine/white pine” acres.

Congratulations to Bristol Health EMS employee of the month, MaryEllen Maynard! She has been working as a paramedic for the Burlington Volunteer Fire Department (BVFD) for close to 20 years and is an integral part of their organization.

She is an invaluable member of the Bristol Hospital EMS team and consistently demonstrates that she is a reliable employee.

MaryEllen uses her many years of EMS experience to mentor all of her co-workers, especially those that are volunteer members of the BVFD.

MaryEllen is an outstanding Paramedic who consistently delivers care to all of her patients. She is kind and shows compassion to every individual she cares for, including patient family members.

Burlington Public Library Update:

“Contactless Curbside” pick up service will start on Thursdays beginning June 25th. We ask that you please read the Curbside policy below for more information on how to borrow Library materials.

1. All holds must be placed by Monday at 12 PM of each week. Holds must be placed online through our library catalog (https://burlingtonctlibrary.org/)

Please note, library staff will not fill holds over the phone.

2. There will be a limit on how many holds may be filled for each Burlington cardholder. The limit is currently 5 items per card with a limit of 2 items designated as “new.” (Items include: books, audiobooks, DVDs and magazines). Please note, at this time we will not be circulating our museum passes.

3. Library staff will do their best to fill holds on the items you requested. If we are unable to locate an item on your request list, we will put a notice with the rest of your items notifying you of the title that we were unable to fill.

4. All holds will be checked out to your card and you will be given a due date of 3 weeks from your pick-up date (which will be Thursday of each week). Your items will be placed in a bag and your name will be on the outside of the bag.

5. Pick up day for curbside items will be Thursday of each week from 3:30 PM – 7:30 PM. When you arrive at the Library, we ask that you remain in your car and call us at 860-673-3331. A staff member will bring your items outside and place them on the bench near the Library’s entrance. Once the staff member has returned inside the building, you may leave your vehicle and get your bag.

6. Any items that are not picked up by 7:30 PM on Thursday will be returned to the shelf.

Here is our Burlington Public Library COVID-19 update...

“Contactless Curbside” pick up service will start on Thursdays beginning June 25th. We ask that you please read the Curbside policy below for more information on how to borrow Library materials.

1. All holds must be placed by Monday at 12 PM of each week. Holds must be placed online through our library catalog (https://burlingtonctlibrary.org/ )

Please note, library staff will not fill holds over the phone.

2. There will be a limit on how many holds may be filled for each Burlington cardholder. The limit is currently 5 items per card with a limit of 2 items designated as “new.” (Items include: books, audiobooks, DVDs and magazines). Please note, at this time we will not be circulating our museum passes.

3. Library staff will do their best to fill holds on the items you requested. If we are unable to locate an item on your request list, we will put a notice with the rest of your items notifying you of the title that we were unable to fill.

4. All holds will be checked out to your card and you will be given a due date of 3 weeks from your pick-up date (which will be Thursday of each week). Your items will be placed in a bag and your name will be on the outside of the bag.

5. Pick up day for curbside items will be Thursday of each week from 3:30 PM – 7:30 PM. When you arrive at the Library, we ask that you remain in your car and call us at 860-673-3331. A staff member will bring your items outside and place them on the bench near the Library’s entrance. Once the staff member has returned inside the building, you may leave your vehicle and get your bag.

6. Any items that are not picked up by 7:30 PM on Thursday will be returned to the shelf.

During the COVID-19 Pandemic, Burlington's Food Pantry continues to remain open by appointment to provide assistance to all of those in need.  Town Coordinator Gjyl Kozlu can be reached at (860) 306-7009 or by e-mail: social services@burlingtonct.us

Preferred donations to the Burlington Food Pantry during the COVID-19 pandemic can be in the form of gifts cards to supermarkets/big box retail or checks made payable to "Burlington Food & Fuel Bank" and should be mailed to Burlington Town Hall, 200 Spielman Highway, Burlington, CT 06013, Attention: First Selectman Ted Shafer or left in the Drop Box by the front door of the Town Hall.

Regional Food Share continues at Town Hall every other Tuesday starting around 11:15am.  Distribution is done by volunteers directly to waiting client vehicles.  June 16th & June 30th are the next Food Share distribution dates at Town Hall.

Phase 1 Reopening – What will change on May 20th

Town Hall business will continue to be open via online, email and phone. The building will remain closed to the public. Planning and modifications are in progress to target Phase 2 reopening of the building.

Regional Food Share services continues with the next set of dates being May 19th, June 2nd, June 16th, and June 30th at the Burlington Town Hall.  Burlington Food Pantry open by appointment.

Tennis courts, hiking trails and Rails to Trails are open. Basketball courts and recreation fields will remain closed.

The Fire Department is no longer accepting drive by celebration requests. We want to thank everyone who invited us to be a part of their special day.

Local businesses that need PPE can make request through the CBIA who have partnered with the State and Local Emergency Management for distribution. To assist businesses in the reopening process, the State of Connecticut has put up a website as a one-stop resource for business reopening and recovery at https://business.ct.gov/recovery

Restaurants will be opening outside patio style service. Please adhere to guidelines and policies they have in place with table spacing and for washrooms and bathroom usage. Some restaurants will have reservation only dining, be sure to check in advance.

Salons and Barbers are NO LONGER included in the reopening. This is a change from the initial Phase 1 guidance.

PUBLIC HEALTH

The latest COVID-19 public health statistics for residents of Burlington show that the numbers have slowed over the past week, and there was a 3-day period were there was no change in all categories. The current numbers are:

Tested Positive -19

Fatalities - 2

Recovered – 9

Social Distancing efforts ARE MAKING A DIFFERENCE.  Keep it up!! We are all in this together.

PUBLIC SAFETY

All services remain intact and responders are taking additional precautions to protect you and themselves. The Town has received needed PPE supplies through vendor purchases, citizen and company donations and through the State distribution system. While the quantities received are minimal every piece counts. Our current supply is adequate for the moment and is closely monitored.

TOWN SERVICES

The Recycling Center remains open, hours of operation are Wednesdays & Saturdays from 8am to 4pm.

Bulk Pickup occurs on Fridays, you MUST call USA Hauling customer service at phone 860-379-1662 to arrange pick up from your home.

Swap Shack at The Recycling Center is CLOSED until further notice.

The Pink Bag clothing/textile recycling program has been suspended by the outside operating company, Simple Recycling.

Regional Food Share services continues and the May dates are the 5th and 19th

Burlington Community Update 

As we continue to go through these challenging times together, the Continuity of Operations Planning (COOP) Team wants to keep the citizens informed as to what the Town has been doing.  Since the previous update, Burlington now has a total of 6 confirmed COVID-19 cases.  First Selectman Ted Shafer recently declared a “Civil Preparedness Emergency” for the Town of Burlington.  This declaration is procedural in nature and allows us to take actions, if necessary, to protect the public health, safety and welfare of the Town and its citizens and mitigate this emergency. This declaration will also aid the Town later on in the disaster expense recovery process.

The Town’s emergency services are well staffed and our ability to respond effectively has not changed. The fire stations are not open to the public to keep our buildings and members safe.  If we do respond to your home for any reason, our responders will be wearing masks and gloves for your protection and ours. Please tell the dispatcher or first responders right away if you are not feeling well in any way.

Members of our fire department are also working to make fabric masks for our members and town residents free of charge. If you are interested in donating materials or helping to make them please email us: masks@burlingtonfirect.com

Our social services team has been working hard, helping our seniors and those in need of food.  I want to thank all of you who have mailed gift cards to supermarkets/stores and checks made payable to “Burlington Food & Fuel Bank” to Burlington Town Hall, 200 Spielman Highway, Burlington, CT 06013.  Those donations can also be left in the green drop box in front of Town Hall.  They are making a big difference already to those who are in need now and will be in the future.

Burlington Community Update

First Selectman Shafer, Local Elected Officials, Public Safety, Public Works, Public Health, Emergency Management and Region 10 continue to work together with State and Federal partners. There have been numerous tele-conferences within each of the disciplines and with the Town of Burlington Continuity Of Operations Plan (COOP) Team.  While we have changed the way we do business and many town services have been restricted or suspended, the Town continues to be in good shape and all vital services are intact.

Information is posted on the town website  https://www.burlingtonct.us/ and is updated as local information changes in regard to community services and needs. The page also contains web links where you can find CDC & State information for health guidance and updated statistics related to COVID-19. The Department of Public Health has confirmed one Burlington resident is positive for COVID-19. As they take necessary precautions, officials have provided them with guidance and are monitoring.

Enjoyed spending time last month with the children and staff of Joni’s in Burlington.  Appreciate the mention in today’s Register Citizen newspaper...”The preschool children at Joni’s Child Care and Preschool recently celebrated some hometown heroes: First Selectman Theodore Shafer; Nicholas Mancini, a Life Star nurse; Lois Pelletier, a diabetic nurse; and Terrence Ferrarotti, a fire marshal/medic. The group enjoyed lunch with the children and participated in a Q&A”

Please expect moderate traffic delays as CT Department of Transportation has scheduled road pavement on RT 4 from the RT 179 intersection to the Burlington Town Hall starting Monday evening 7/22/19 and ending Tuesday evening 7/23/19. (Weather Permitting). 

Also,  CT Department of Transportation will be continuing their road resurfacing project on Route 69. This work is scheduled to occur on, or about, Tuesday, July 23, 2019, to Tuesday, August 6, 2019. The entire project consists of milling and resurfacing a 4.39-mile segment of Route 69, in Burlington from the Bristol town line to Route 4 town center intersection

The 2019 Burlington Memorial Day Parade will be held on Monday, May 27, at 10:00 a.m.  The parade will form at Joni’s Day Care Center near Milford Street (Route 69) and will proceed down Spielman Highway (Route 4) to the Town Green where the annual Memorial Day Program will take place. After that, all those that are interested will proceed to the cemetery across the street for a solemn ceremony.

Join organizers Northwest CT Mountain Biking Association and Burlington Community Fund for  “Bikes and Bites” family day of riding fun on Sunday June 9th, 9am to 3pm at Nassahegan Recreation Complex (222 Punch Brook Road - Burlington).  

There will be group rides as well as marked courses for all levels of riders as well as food trucks, live music and promotional give aways.  It is also okay to show up and just hang out!

The Region 10 cost of education typically represents 75% of a Burlington taxpayer’s bill.  Burlington and Harwinton residents have an opportunity to attend a Region 10 Board of Education public meeting to learn more and offer comments about the proposed 2019-2020 education budget.  It is being held this Monday evening March 25th at 7pm in the Lewis Mills High School Auditorium.  This is not the “Referendum Vote”.  The total two-town proposed education “Estimate-of-Expenses” increase over last year currently stands at a $1,487,734 or a 3.737 % increase.
 
The allocated dollar amounts to each of the towns, which is based on October 1st enrollment, allocates 66.61% share of the expenses to Burlington or a $990,980 (over a 1 mil) increase and Harwinton at a 33.39% share or $496,754 increase.

Save the date!  The annual United Way “Day of Caring” in Burlington will be Friday May 17, 2019 from 8:30am to noon.  This volunteer event gives residents of all ages the opportunity to make a visible difference through fix it, clean up, painting,  projects, etc... locations chosen this year include the Foote Rd Recreational Park,  Hotchkiss Road Falls, Malerbo Recreation, and others TBD.  If interested, contact Linne in the First Selectman’s office at 860-673-6789 x 1.  Also include your t-shirt size.

Consultant Glenn Chalder led residents in a discussion this evening at Burlington Town Hall regarding their thoughts on updating  Burlington's 10 Year Plan of Conservation and Development. Topics covered: (1) What should we preserve or protect ? (2) How should we guide growth and change? (3) What services, facilities, and infrastructure do we want or need?  If you would like to share your input on any of these topics, please submit in writing to zeo@burlingtonct.us
